Independent Expert Studies

Council resolved to engage independent expert consultants to undertake further due diligence advice on Manly2015 Masterplan, as part of the detailed feasibility and planning stage of the project.

The consultant reports are now available to the public, including key findings of the independent due diligence advice from KPMG, Parking Demand study by consultants Bitzios and Economic study of the village centre by expert consultants HillPDA.  

This broader analysis allows us to better understand the economic and social benefits of the Plan, including a study of its impacts on retail trading in Manly and demand for car parking.

These findings are supported by research and various studies that highlight the importance of investing in town centres such as Manly, and that the overall positive economic benefits of public domain improvements. This cannot be realised without first completing the Manly Oval Car Park.

The studies identified that a number of economic benefits are likely to result from the implementation of the Manly 2015 Masterplan.

Financial and Commercial Review, KPMG, December 2013

The latest KMPG modelling concludes that the rate of return of 6.6% for the Manly Oval Car park is considered acceptable if Council’s costs of funds are in the order of 5% (under the 100% equity model), and the project potentially exceeds the required returns.

Economic Assessment, HillPDA, December 2013

An economic study undertaken by HillPDA on Manly2105 concluded that the net increase in car parking spaces could attract an additional $15m of retail expenditure per annum to the Manly Town Centre to the benefit of existing businesses. Over a 20 year period this could lead to an increase of close to $300m in 2013 dollars.

The Manly Oval Car Park Demand Forecasting Study identified the Manly Oval Car Park will provide better traffic and transport solutions in Manly for people in cars, on public transport, bikes and also for pedestrians.
