Manly Council has 9 Councillors, including the Mayor of Manly, who was "popularly elected" at the 2012 local government elections held in September 2012.

Jean Hay AM, Mayor

Jean Hay is a lifelong resident of Manly and was elected to Manly Council in 1987.

Jean has served as Mayor of Manly from 1999 to 2004 and 2008 to 2012.  At the September 2012 Council elections she was re-elected as Mayor for a further four year term.  Jean has served on all major Council Committees and numerous other Committees.

In June 1998, Jean was awarded Membership of the Order of Australia (AM) for service to the community through local government, community action and sporting groups, and fundraising for welfare and health education programmes.

In 2001, Jean was awarded a Centenary Medal.

Jean has also been presented with a Distinguished Service Award for Surf Life Saving,  a Paul Harris Fellowship for Community Service (the highest award given by Rotary); and was awarded the Outstanding Service Award of the NSW Local Government Association for more than 20 years of service to Local Government.

Jean was in 2007 also awarded the Manly Daily Centenary Medal for community service.

In 2010, Jean was presented with the NSW Ministers’ Awards for Women in Local Government (Metropolitan Elected Representative).

 

In 2013, the Minister appointed Jean to the Sydney Harbour Federation Trust governing board of trustees, to help guide the process of planning and implementing projects for the sites. 


Jean is a foundation member of a number of boards and committees of charitable and community service organisations, including the Northern Beaches Life Education Centre,  Peninsula Pals, Dalwood Children's Home and a Director of Sunnyfield Independence Fund and Chaired their successful Sunnyfield Gateway Program.

Jean Hay has played a major role in the realisation of Bear Cottage, the only children's hospice in the State. Her contribution to this project has resulted in Jean being bestowed as Benefactor of the Children's Hospital Westmead.

Councillor Barbara Aird

Councillor Aird is married with four children and has lived in Manly for 35 years. Councillor Aird describes herself as being passionate about protecting our unique natural environment and believes we also have a responsibility to be caretakers for future generations.

Councillor Aird has served as an independent Councillor on Manly Council since 1995 on a broad range of committees, including Access, Climate Change Working Group, Community Safety,  Conservation Strategy, Environment, Landscape and Urban Design, Scientific Advisory Panel, Sydney Coastal Councils Group, Visitor and Community Board, and Waste.

Councillor Candy Bingham

Councillor Bingham’s expertise is communication and community engagement. She ran her own public relations firm, Tymson Communications, for more than 25 years working with a variety of clients including major corporates, not-for-profit organisations, medium to small businesses and government authorities.

 

A Fellow of both the Public Relations and Marketing Institutes of Australia, she is the author of five books including the Australian & New Zealand Public Relations Manual, which was the official text in universities and colleges for more than 20 years.

 

Candy has been active in the Manly Community for many years and chaired the Little Manly Precinct Forum for two years. She has served on Council’s Traffic Committee as well as arranging a number of fundraising events for local charities.

 

She was Lady Mayoress of Sydney from 1989-1991 when her husband, Jeremy Bingham, was Lord Mayor.

 

Candy has a Master’s Degree in Human Resource Management and Coaching from Sydney University.  She is a Coastal Ambassador, keen ocean swimmer, kayaker, bush walker & local history buff.

Councillor Cathy Griffin

Greens Councillor Cathy Griffin brings a wealth of life experience to Manly Council. As an officer in the Australian Regular Army, Cathy was a specialist logistics, administration and facilities management officer. Cathy broke new ground during her 17 year career with her posting as the first female ‘Barracks Commandant’ of the historic Victoria Barracks in Paddington. Cathy has completed an MBA and was a successful small business operator for 10 years prior to her election to Manly Council in 2008.

 

Whilst the Greens have been part of Manly Council for the past 17 years the hallmark of Cathy’s first term as a Greens Councillor was her active advocacy for the environment.

 

‘Our most valuable assets are the ocean, harbour, beaches and bushland that surround us here in Manly. The beauty of our special environment is the reason why we all live here.’

 

As a member of the North Metropolitan NP&WS Advisory Committee she has been involved in the development of the Sydney Harbour National Park Plan of Management. Two precincts abut Manly Council area and Cathy has successfully advocated for continued resourcing to manage these important natural areas in the best interests of the environment.

 

Cathy is also elected to the Executive of the Local Government Association as well as being the Manly representative on the Sydney Coastal Council Group.

 

These strategic roles give Cathy a unique opportunity and insight into the workings of government at all levels. At the local level Cathy has been adept at advocating for the environment in Manly, particularly the coastal and marine environment which continues to be dramatically affected by urban development in the catchment.

 

Local Government provides a very real opportunity to influence local outcomes.

Cathy takes a consultative and cooperative approach with her fellow Councillors, community, environment and social justice committees and groups.

Councillor James Griffin, Deputy Mayor

James Griffin has lived in Manly since 1997.

 

James is a respected leader in the field of digital disruption and innovation.

 

He is a Director in the Digital Consulting Practice of one of the world's largest professional service firms and Adjunct Lecturer in the School of Business at the University of Notre Dame, Sydney.

 

Awarded 'NSW Young Business Person of the Year' by the NSW Chamber of Commerce, and listed as one of Australia's 'Top 30 Entrepreneurs Under 30' in 2010 and 2011 by SmartCompany, James is passionate about the importance of innovation and its ability to improve the lives we lead.

 

James has established a reputation as an effective community advocate, most notably in his role as Chairman of the Little Manly Community Precinct Forum and as a member of the Manly Surf Lifesaving Club Executive Committee.

 

As a Councillor, James hopes to ensure Manly remains the best, cleanest, and most enjoyable place to work, live, and raise a family in Australia.

 

James has also been Advisory Board Member at Tech Beach Manly, a co-working and innovation hub located in Manly.

 

He is married to Elissa, and is currently the Deputy Mayor.

Councillor Adele Heasman

Councillor Heasman has been a Councillor since 1999. She has lived in Manly for more than 30 years, has been married for 20 and has three children. Councillor Heasman's commitment to Manly is reflected in her involvement with local church and community groups and her active participation in a range of Council Committees.  She is currently the Chairperson of the Planning & Strategy Committee.

Councillor Alan Le Surf

Councillor Le Surf has lived in Manly his whole life.  He is a Sergeant of Police with 30 years experience across a range of duties including training and development, event planning and management and general duties. He has had an association with Manly Council since 1979 when he was a member of the Manly Youth Council. He established Kangaroo Rock and is a member of Manly Apex 40. Formerly the Chairman of Northern Beaches Life Education he was also the Life Education NSW State Chairman.

Councillor Le Surf has been a member of various Council Committees including the Manly Community and Visitor Board, Manly Sister City Committee and Manly Arts Festival Committee.  He is currently the Deputy Chairperson of the Planning & Strategy Committee.

Councillor Steve Pickering

Councillor Pickering has lived in Balgowlah for the last 28 years. He is married to Jenny with two adult sons who were both educated at local schools.

 

Steve commenced his teaching career 39 years ago at Manly Boys High School and retired in 2011 as College Principal of Northern Beaches Secondary College.

 

In 2006 Steve was awarded the Manly Daily Centenary Medal for Services to Education on the northern beaches. In 2008 Steve was awarded the NSW Department of Education’s State Leadership Fellowship to research best educational practice in the United States and in 2011 his retirement was acknowledged by Mike Baird MP in his “Manly Matters” newsletter with the award of “Community Hero”.

 

Steve is a keen golfer and walker and a strong supporter of the Manly Marlins rugby team having coached and managed local junior rugby teams for many years.
